Troy voted to increase density on building parcels 8 times in the last 4 years. As far as I can tell, he only voted against increasing density once (In the neighborhood just north of 12600 south and between Janice Dr and 3600 W). In this instance, the entire neighborhood showed up to the city council meeting, leaving the council little choice but to vote against raising the density. Troy communicated information about the 8 votes to increase density zero times to constituents through social media, etc.
Troy voted to remove a 55+ overlay for Wright Homes that allowed the builder a density bonus AFTER construction. I don’t know that has ever happened before. By the way, Derek Wright, who I believe to be from Wright Homes, donated $2000 to his campaign in the election before the vote. A quick look at Troy’s campaign finance disclosures for the last two elections reveals his major contributors to be Builders, Developers, and Real Estate people.
The increase in sales tax revenue is a lagging indicator of work done by a previous council and Mayor Staggs. Mountainview Village and Costco are responsible for the majority of the increase in sales tax. All votes and work on this project were done before Troy took office in 2020. This is a shameful grabbing of credit for the work of others.
First, the AFCR reports on the city’s websites for FY 19-23 indicate that only $1.8 million in debt principal was paid off in the 4 years while Troy has been on the council. I confirmed with city personnel that $1.8 million is correct. WOWWWWW! I hope Troy makes a public correction of this fact. If not, I’ll be forced to believe the error was, in fact, a purposeful misrepresentation of the facts.
As described above, the increase in sales tax from Mountain View Village and Costco has enabled the city to make the advance debt payments. Again, Troy was not on the council during the work on these projects. The sales tax revenue is a lagging indicator of work done by the Mayor and previous councils.
